NHRC Investigation Report—Conviction of Military Reservists Refusing Educational Recalls on Religious Grounds

The National Human Rights Commission (NHRC) adopted the NHRC Investigation Report—Conviction of Military Reservists Refusing Educational Recalls on Religious Grounds at its 61st meeting on January 21, 2025. The NHRC finds the conviction of military reservists refusing educational recalls on religious grounds without providing any reasonable alternatives under the current law to be inconsistent with the International Covenant on Civil and Political Rights (ICCPR) in terms of freedom of religion and conscience, giving rise to concerns of inequality and discrimination. In keeping with international human standards, the NHRC calls upon the government to formulate reasonable alternatives to ensure military reservists’ right to religious freedom and fair treatment without compromising national security.
