Introduction to the 2021 Pilot Visitation Program for the National Torture Prevention Mechanism

Given that the Legislative Yuan has yet to review and pass the Act for the Implementation of the Convention against Torture and Other Cruel, Inhuman, or Degrading Treatment or Punishment and Its Optional Protocol, the Control Yuan National Human Rights Commission (NHRC) took the initiative to establish a torture prevention mechanism. In accordance with the authority granted under its Organic Act, the NHRC formed the Torture Prevention Task Force and launched the 2021 National Torture Prevention Visitation Pilot Program. The program aims to identify hidden human rights issues and propose effective remedies through on-site inspections at eight child and youth placement facilities administered by the Ministry of Justice and Ministry of Health and Welfare. It also seeks to foster constructive dialogues with the responsible authorities and managing units, and to strengthen collaboration in the protection of human rights. Our ultimate goal is to encourage government agencies and institutions to take the initiative in advancing human rights conditions in Taiwan.
