Fighting Discrimination: Achieving Gender Equality

The year 2024 marks the fifth anniversary of the establishment of the National Human Rights Commission (NHRC). The 2024 Annual Report presents the results of the Commission’s initiatives carried out in accordance with the Paris Principles and the Organic Act of the Control Yuan National Human Rights Commission. It also outlines the implementation of the 2023-2026 Medium-Term Strategic Plan, which prioritizes human rights efforts for women, children and youth, persons with disabilities, and migrant fishers.


This year’s report focuses on “Fighting Discrimination: Achieving Gender Equality” and includes the Commission’s comments on the actions taken by the government in response to the Concluding Observations on the Convention on the Elimination of All Forms of Discrimination against Women. Through complaint investigations, the Commission also facilitated improvements to the uniform regulations for female flight attendants at national airlines, thereby advancing gender equality in the workplace.


With regard to the long-debated death penalty system in Taiwan, the Commission actively collaborated with international organizations and experts in 2024, submitting expert opinions and participating in Constitutional Court proceedings, while continuing to promote the protection of the right to life and human dignity. Additionally, a total of seven special reports and complaint investigation reports on human rights were issued, providing the government with concrete policy and legal recommendations.
