The National Human Rights Commission’s Statement on the Drastic Cut of Its Budget

1. The establishment of the National Human Rights Commission (NHRC) in Taiwan was the result of more than 20 years of tireless advocacy by civil groups, spanning multiple administrations and political parties.  


2. The Legislative Yuan's unreasonable and drastic cut to the Control Yuan's 2025 budget has caused significant damage to the operations of the National Human Rights Commission. All budget allocations for international travel were eliminated, funding for human rights activities was severely reduced, and financial support for developing human rights educational materials and promoting human rights education was significantly cut. These actions severely undermine the financial independence and operational stability of the NHRC. Furthermore, they constitute a clear violation of the Paris Principles, which mandate the independence and autonomy of NHRIs.  


3. The NHRC reaffirms its status as an independent agency, distinct from the executive branch. Its establishment is intended to fulfill the responsibility of safeguarding and promoting human rights. However, this political obstruction has severely harmed the normal operations of the NHRC and hindered its physical exchanges and visits with the Asia-Pacific Forum of National Human Rights Institutions (APF) and other national human rights institutions. The NHRC thus expresses its regret regarding this situation.
