National Human Rights Commission Statement on and Recommendations for the Executive Yuan Bill for the Pingpu Indigenous Peoples Identity Act

  1. On May 17, 2022, the National Human Rights Commission (NHRC) previously provided its expert opinion on Constitutional Court case 2020 Xian-San-Zi No. 17 via official letter no. Tai-Quan-Zi No. 1144130728.
  2. According to the main text of the Constitutional Court’s judgment 2022 Xian-Pan-Zi No. 17 issued on October 28, 2022, the competent authority shall, within three years of the judgment (i.e., by October 28, 2025), amend the Indigenous Peoples Identity Act or formulate a separate act in accordance with the judgment to provide clear guidelines on the recognition, identity, and registration of other Austronesian indigenous groups in Taiwan, as defined in Paragraph 1 of the main text.
  3. The Executive Yuan passed the bill for the Pingpu Indigenous Peoples Identity Act at its 3,952nd meeting on May 15, 2025 to safeguard the rights of indigenous peoples. Pursuant to Article 2, Paragraph 5 of the Organic Act of the Control Yuan National Human Rights Commission, the NHRC prepared an official statement with recommendations in accordance with international human rights standards. The statement was adopted by the 67th commission meeting of the 1st NHRC on July 22, 2025.
