The International Convention on the Elimination of All Forms of Racial Discrimination

The UN International Convention on the Elimination of All Forms of Racial Discrimination (ICERD) states that states parties shall condemn racial discrimination and undertake to pursue byutilize all appropriate means to eliminate racial discrimination, including the promulgation of laws where necessaryas required by circumstances to prohibit and bring an end to racial discrimination against any persons, any group, or any organization. The Convention also notes that State Parties shall undertake to adopt immediate and effective measures with a view to combating prejudices which lead to racial discrimination and to promoting understanding and tolerance among nations and racial or ethnical groups. while eliminating racial prejudice in ways that promote understanding between nations, races, and peoples.

In 2013, the Presidential Office Human Rights Consultative Committee made a resolution to have the Ministry of the Interior enforce the ICERD on the grounds that Taiwan had already signed and approved the treaty convention before exiting withdrawing the United Nations, which makes the ICERD enforceable by domestic laws. In 2018, the Presidential Office Human Rights Consultative Committee made a resolution during its 33rd meeting to have the Ministry of the Interior oversee the preparation and international review of the national report for on the protection of rights for people who are prone to racial discrimination.

In 2020, the Executive Yuan approved the implementation plan proposed by the Ministry of the Interior to create establish a the Human Trafficking Prevention and Racial Discrimination Elimination Forum Coordinating Meeting along with a subordinate unit called "Racial Discrimination Elimination Taskforce." The ministry's implementation plan includes regulatory laws and regulations reviews, education and training, the preparation of a national report, and collaborative promotions, etc.
